@ArneBab It's an interesting and thin creative line to thread upon;
it needs to be both horrible, but still work as propaganda in-universe. It can't be too horrible because it still needs to speak to a human population; however, depending on the Imperial planet, one can play with potentially really bloodthirsty and "empathetically dead" cultural values, etc.
Lift up and motivate the real listener in one line and shock them about themselves in the next.
