I've been almost exclusively working in WSL for the last one and a half years, but I've always installed my distros from the Windows Store. I didn't know you could do it with Scoop.
I'm using openSUSE and recently switched to the rolling distribution "Tumbleweed", because the product I'm working on is based on SUSE.
@mforester yeah, whoever put together the Arch one just decided to use scoop as the delivery method. There are a couple other paths you can take even, according to their GitHub page. But scoop seemed the easiest.
